지난 6월11일 세계보건기구(WHO, World Health Organization)가 신종인플루엔자의 ‘대유행(전염병 경보의 최고단계인 6단계)’을 공식 선언하면서 신종인플루엔자의 확산이 다시 걱정된다. 6단계가 되면 WHO는 제약업체에 계절용 인플루엔자 백신 생산을 중지하고, 신종 플루 백신 생산을 권고할 수 있다고 한다. WHO의 이번 선언은 1968년 홍콩 독감이 유행해 100만 명이 사망한 이후 40여 년만이다.

전문가들은 이번 선언은 신종 플루가 치명적이라는 뜻이 아니라 세계적으로 확산한 데 있다고 강조하였고, 정부는 국내에서 환자가 많이 발생하지 않았다는 이유로 위험도를 ‘주의’ 수준으로 유지하기로 했다. 하지만 예방 및 치료약 개발이 쉽지 않은 데다 전염력이 강해 불안감을 감출 수 없다. 앞으로의 관건은 계절적 요인에 따른 전염병 확산과 학생·관광객의 대량 이동에 따른 전염을 막는 일이다.

	[ Possible Structure of Crisis Management Team in response to Avian Influenza ]

WHO의 경보 수위 상향 조정에 맞춰 정부는 기존의 방역 체계를 재점검해야 하고, 지난 호에서도 강조한 것처럼 민간 기업은 대량 결근 등 인적요인에 의한 피해를 가정한 업무의 분리운영(Split Operation), 원격지 간 정보공유 시스템 구축 등 영업 연속성(BCP, Business Continuity Planning)유지를 위한 대응방안을 마련하고 모의대응 훈련 등을 실시할 필요가 있다. 이번 호에서는 신종 인플루엔자를 효과적으로 대응하는 계획을 수립하기 위해 글로벌 기업의 대응매뉴얼을 소개하여 모범실천사례(Best Practice)를 알아보고 실질적인 도입과 준비 방법을 생각해 볼 수 있는 기회로 삼는다.

Timely and effective communication is important to successful crisis management. A well thought-out communication plan should be in place before a crisis occurs. Effective, consistent communication during a crisis is essential.

Hygiene and Safety :
Good hygiene and sanitation practices should be in place to provide a first line of defense inpreventing the spread of the virus among the workforce.

Human Resources :
A global influenza pandemic will likely have a major impact on the way individuals work and on the wellbeing of member firm people. Member firms should conduct a critical review of human resource policies to ensure effective workforce management if faced with dramatic downturns in business and/or available staff.

Education :
Member firms should offer education about Avian Influenza and measures to counter this threat. Member firm crisis management teams should understand their roles and responsibilities. Similarly, Deloitte member firm people should know how to prepare and respond.

Travel :
Given Deloitte member firms’ mobile workforce, member firm personnel should have up-to-date information on threat levels and potential travel disruptions. Every member firm partner and employee should obtain travel guidance from DTT or member firm resources prior to their trip.

Clients and Vendors :
A pandemic may lead to radical changes in service demands by member firm clients. Member firms should anticipate and plan for potential market shifts to better align service offerings with the revised needs of their client to the extent possible. Member firms should also develop contingency plans with their vendors.

Government and Community :
Deloitte member firms should continue to comply with current regulations and keep abreast of any changes that might occur after an outbreak. In addition, member firms should encourage their personnel to assist local governments and agencies where possible.

Legal :
It is important to understand the legal ramifications of an Avian Influenza pandemic to Deloitte member firms. The ability to provide services and comply with contractual obligations may be hampered by a pandemic and legal issues might arise as a result. Member firms should begin to think about how to respond to the legal issues that might arise. Member firms should also consult local counsel to help ensure conformity with local laws.

Finance and Risk :
During a pandemic, the sustainability of Deloitte’s member firm businesses may be compromised. Member firms should begin to think about how an Avian Influenza pandemic might impact their business continuity plans, the economy and financial markets more generally. Multiple strategies for business continuity should to be considered.

Monitor and Track :
Deloitte member firms are only able to assess the impact and make sound business decisions in the event of a pandemic with timely, up-to-date information.
