얼마 전 8주기를 맞이한 9.11 테러사건 당시를 돌이켜보자. 미국의 경제, 사회, 문화에 엄청난 영향을 끼친 것은 말할 것도 없고, 이를 계기로 각국 정부는 테러와의 전쟁을 가장 중요한 현안으로 삼았고, 특히 미국의 군과 정보부를 재편했고 외교정책에도 전면 수정을 가했다. ‘포괄적 안보(Comprehensive Security)’라는 개념이 대두된 것도 바로 9.11 이후이다. 이는 국가의 안전보장을 위협하는 국가 위기에는 전통적인 안보 위기뿐 아니라 국가 생존성과 운영유지의 기반이 되는 ‘핵심 인프라’의 위기, 국민의 생명과 재산을 위협하는 자연재난, 인적재난 위기 등이 포함된다.
최근 감염자와 사망자가 증가하고 있는 신종플루, 7.7 사이버테러 위협, 지구온난화로 인한 기후재앙 등 오늘날 우리 사회를 위협하는 요소들은 다양한 분야에서 전혀 예기치 못한 형태로 발생하고 있다. 이러한 때에는 무엇보다도 국가의 주요 인프라(기반시설, Infrastructure)에 대한 국민의 신뢰 확보가 가장 우선적으로 요구되고 있다. 하지만 미국 기업뿐 아니라 세계 각국의 민간 기업들은 잠시 테러 등 커다란 충격을 줄 수 있는 위협을 고민하다가 시간이 흐르면서 곧 이전의 상태로 돌아갔다.
즉 수익률, 협력업체의 실적, 새로운 설비도입, 수요자의 요구사양, 신제품 출하와 시장의 반응 등 항상 실적에 대한 압박이 우선함에 따라 테러에 대한 공포는 서서히 그 다음으로 밀려나게 됐다. 실제로 미국, 유럽뿐 아니라 우리나라에서도 대부분의 경제적인 인프라, 즉 교통, 에너지, 유통, 제조 및 금융 등은 민간부문에 의해 이뤄지고 있다. 많은 인프라가 민간에 의해 운영되고 있기 때문에 해당 기업은 자신을 위해서뿐만 아니라 사회전체를 위해서라도 사람들이 의존하고 있는 상품과 서비스, 그리고 직장의 손실을 막기 위해 자신의 자산과 오퍼레이션을 보호해야 하는 사회적 책임(Social Responsibility) 역시 주요 이슈로 강조되고 있다.
1995년 일본 고베 지진을 예를 들어 기반시설의 중요성을 이야기해보자. 지진과 같은 대형 충격은 많은 기업들의 비즈니스가 인프라스트럭처 연결망에 얼마나 많이 의존하고 있는 지를 잘 보여준다. 전화망, 전기망, 수도망, 가스망, 철도, 고속도로 및 항만은 기업들을 핵심적인 서비스와 공급업체, 그리고 고객들에게 연결시켜 준다. 출근 철도가 손상되고 도로가 차단됐으며, 가사로 인해 수많은 직원들이 지진 후 수일간 내지는 수주일간 출근치 못하는 사태가 벌어졌다.
많은 이들이 직장에 갈 수가 없든지 아니면 가족을 위해 음식, 의약품, 그리고 주거를 마련하는 데 시간을 투입해야만 했다. 지진으로 인한 직접적 피해를 입지 않은 기업도 가스와 수도의 공급이 단절되자 제품 생산이 불가능해졌고, 도로 차단으로 부품 공급이 적기에 되지 않아 재고가 곧 바닥났고 대부분 공장의 작업이 중단됐다. 관련 공급업체들이나 협력업체들도 비슷한 문제를 겪었다. 즉 공장자체가 지진피해를 면한 경우에도 고베 지역의 인프라가 큰 손상을 입었기 때문에 트럭과 철도를 통한 수송루트를 바꾸는 데 시간이 걸렸다.
미국의 경우에는 국토안보국(DHS, Department of Homeland Security, www.dhs.gov)의 국가인프라보호계획(NIPP, National Infrastructure Protection Plan)에서 ‘CI&KR, Critical Infrastructure and Key Resources’라고 명명해 주요 보호대상으로 삼고 있는 기반시설 및 자원을 관리하고 있다. 총 18가지 각 분야별로 상세보호계획(sector-specific plan)이 있으며, 2003년 이후 매년 update된 보호계획을 공표해 지침화하고 있다.
주요 인프라 및 자원(CI&KR) 구분
ㆍ농업/식량 - 대부분 민간 영역으로 미국 경제활동의 20% (1/5)정도를 차지.
Agriculture and Food - The sector is almost entirely under private ownership and accounts for roughly one-fifth of the nation's economic activity
ㆍ금융 - 국가경제의 근간으로 대부분 민간기업이 운영.
Banking and Finance - This sector, the backbone of the world economy, is a large and diverse sector primarily owned and operated by private entities.
ㆍ화학 - 백만명 정도가 관련업무에 종사하고 있으며, 교통, 에너지, 수자원, 농업/식량, 정보시스템 및 통신 기반시설에 크게 의존.
Chemical - This sector is an integral component of the U.S. Economy, employing nearly 1 million people, and earning revenues of more than $637 billion per year.
ㆍ상업시설 - 공공장소처럼 대중의 집합과 접근이 가능한 시설.
Commercial Facilities - Facilities associated with the Commercial Facilities Sector operate on the principle of open public access, meaning that the general public can move freely throughout these facilities without the deterrent of highly visible security barriers. (ex. Public Assembly, Sports Leagues, Resorts, Lodging, Outdoor Events, Entertainment and Media, Real Estate, Retail)
ㆍ통신기반 - 다양한 통신채널·수단이 확대, 대부분 민간에서 운영.
Communications - The transmission of these services has become interconnected; satellite, wireless, and wire line providers depend on each other to carry and terminate their traffic and companies routinely share facilities and technology to ensure interoperability.
ㆍ주요제조기반 - 국가경제의 기반시설로 제강, 기계제작, 전자, 교통수단(자동차, 항공, 기차)제조.
Critical Manufacturing - A direct attack on or disruption of certain elements of the manufacturing industry could disrupt essential functions at the national level and across multiple other critical infrastructure and key resources sectors.
ㆍ댐 - 수자원 관리/통제, 환경 등 여러 분야와 밀접하게 연결.
Dams - This sector is a vital and beneficial part of the nation's infrastructure and continuously provides a wide range of economic, environmental, and social benefits, including hydroelectric power, river navigation, water supply, wildlife habitat, waste management, flood control, and recreation.
ㆍ군수산업기반 - 정부, 민간시설을 포함한 군사무기시스템 개발, 연구, 설계, 제작, 운영 등을 포함.
Defense Industrial Base - This sector includes Department of Defense (DoD), government, and the private sector worldwide industrial complex with the capabilities of performing research and development, design, production, delivery, and maintenance of military weapons systems, subsystems, components, or parts to meet military requirements.
ㆍ긴급서비스 - 테러 발생 등 비상 시 신속한 대응과 영향 최소화 역할.
Emergency Services - This sector is a system of response and recovery elements that forms the nation's first line of defense and prevention and reduction of consequences from any terrorist attack.
ㆍ에너지 - 전력, 석유, 천연가스로 크게 구성, 80% 정도는 민간에서 운영.
Energy - Without a stable energy supply, health and welfare is threatened and the U.S. Economy cannot function. More than 80 percent of the country's energy infrastructure is owned by the private sector. The energy infrastructure is divided into three interrelated segments: electricity, petroleum, and natural gas.
ㆍ정부·공공시설 - 정부 소유·임대건물을 포함하고, 물리적 뿐 아니라 정부가 관리하는 주요 정보에 대한 사이버 공간에서의 접근까지도 고려.
Government Facilities - This Sector includes a wide variety of buildings, owned or leased by federal, state, territorial, local or tribal governments, located domestically and overseas. In addition to physical structures, the sector considers cyber elements that contribute to the protection of sector assets (e.g., access control systems and closed-circuit television systems) as well as the protection of individuals who possess tactical, operational, or strategic knowledge or perform essential functions.
ㆍ의료·보건시설 - 85% 이상이 민간에서 소유·운영, 비상서비스 분야와 같이 비상 시 국민보건 확보의 중요한 역할 담당.
Healthcare and Public Health - This Sector constitutes approximately 15 percent of the gross national product with roughly 85 percent of the sector's assets privately owned and operated. This sector plays a significant role in response and recovery across all other sectors in the event of a natural or manmade disaster.
ㆍ정보시스템 - 정보기술(하드웨어, 소프트웨어, IT 시스템 포함) 의존도가 점점 확대되면서 중요성 더욱 증대, 특히 통신분야(인터넷)과 연관성도 극대화 됨.
Information Technology - Businesses, governments, academia, and private citizens are increasingly dependent upon IT Sector functions. These virtual and distributed functions produce and provide hardware, software, and IT systems and services, and-in collaboration with the Communications Sector -the Internet.
ㆍ국가기념·상징시설 - 테러공격목표가 되기 쉬운 주요 국가상징, 기념시설로 교통시스템, 수자원, 상업시설, 정부시설 등도 일부 해당.
National Monuments and Icons - Some physical structures that could be considered as monuments or icons (e.g., Golden Gate Bridge, Sears Tower, Hoover Dam, U.S. Capitol) have been determined to be more appropriately assigned to other sectors, such as Transportation Systems, Commercial Facilities, Dams, and Government Facilities, because of their primary purpose. The NM&I Sector-Specific Plan is primarily focused on the identification, assessment, prioritization, and protection of nationally significant NM&I that may be attractive terrorist targets.
ㆍ핵 관련시설(원자로, 핵원료, 핵폐기물 포함) - 전력생산의 20% 정도를 차지, 104개의 민간운영 핵발전소 보유.
Nuclear Reactors, Materials and Waste - Nuclear power accounts for approximately 20 percent of the nation's electrical use, provided by 104 commercial nuclear reactors licensed to operate in the United States. The Nuclear Reactors, Materials, and Waste (Nuclear) Sector includes: nuclear power plants; non-power nuclear reactors used for research, testing, and training; nuclear materials used in medical, industrial, and academic settings; nuclear fuel fabrication facilities; decommissioning reactors; and the transportation, storage, and disposal of nuclear material and waste
ㆍ우편·수송기반 - 관련 우편·수송 시설, 운반차량(이동수단) 및 관련 정보·통신 시스템 자산에 대한 보호가 중요.
Postal and Shipping - This Sector is an integral component of the U.S. Economy, employing more than 1.8 million people and earning direct revenues of more than $213 billion per year. The Postal and Shipping Sector moves over 720 million messages, products, and financial transactions each day.
ㆍ교통시스템 - 국가 물류망의 중추적 역할을 수행 - 항공, 도로, 항만, 대중교통, 수송관 (pipeline), 철도를 포함.
Transportation Systems - The nation's transportation system quickly, safely, and securely moves people and goods through the country and overseas. The Transportation Systems Sector consists of six key subsectors, or modes: Aviation, Highway, Maritime Transportation System, Mass Transit, Pipeline Systems, and Rail.
ㆍ수도·용수 - 상수도 시설 등을 의미하며 의도적 공격으로 인한 오염 등은 국민 보건에 치명적 영향.
Water - This Sector is vulnerable to a variety of attacks through contamination with deadly agents, physical attacks-such as the release of toxic gaseous chemicals-and cyber attacks. If these attacks were realized, the result could be large numbers of illnesses or casualties and/or a denial of service that would also impact public health and economic vitality.

또한 미국정부의 강력한 정책자문기구인 국가경쟁력위원회(Council on Competitiveness, www.compete.org)의 보고서 Enterprise Resilience: ‘The Resilient Economy: Integrating Competitiveness and Security’에서도 이러한 인프라의 보호가 궁극적으로 미국의 경쟁력 증진 효과가 나는 것으로 분석된 바 있다. 지난 2003년 8월, 미국에서는 수십 초 동안 5000만 인구에 전력공급이 끊기는 사건이 발생했다. 다행스럽게도 외부의 방해공작 때문이 아니라 단순 실수로 인한 것이었고, 바로 복구돼 정상으로 돌아갔다.
하지만 도시에 물을 공급하는 시설까지 전력망에 의존하는 여러 대도시에서 전력이 차단돼 공중보건에 심각한 문제가 생길 수도 있었던 아찔한 사건이었다. 실제로 한나라의 경제를 망하게 하려고 작정한다면, 주요 발전소 몇 군데를 집중 공격해서 심각한 타격을 주면 몇 달, 아니 몇 년 동안 에너지공급이 마비될 수도 있다. 리스크관리 전문가들 사이에서 회자되는 명언이 있다. “가장 취약한 부분이 시스템 전체의 리스크관리 수준인 셈이다(We're only as strong as the weakest of us).” 국가 위기관리체계와 주요기반시설을 다시 돌아보고 보호수준의 강화를 위한 노력과 투자가 필요한 시점이다.
